Luston Group Neighbourhood Plan goes to Examination

Independent Examiner appointed in March 2017

Following the Regulation 16 public consultation carried out by Herefordshire Council, the draft of our Neighbourhood Development Plan has been recommended for examination.

On 6 March 2017, Luston Group Parish Council selected a preferred examiner from a short list of three provided by the Royal Institute of Chartered Surveyors.  The examiner was subsequently appointed by Herefordshire Council and has commenced the examination.

If the examiner recommends the neighbourhood development plan for referendum, Herefordshire Council will then review any modifications that may be recommended in the examiners report.  Herefordshire Council will do this within five weeks.

If Herefordshire Council accepts the modifications that may be recommended by the examiner, then the neighbourhood development plan will go forward for referendum.  There are up to 56 days to hold the referendum following a decision by Herefordshire Council to recommend the neighbourhood plan for referendum.

Updates on the process will be provided via the website News section.

REGULATION 16 PUBLIC CONSULTATION
– 9 JANUARY TO 20 FEBRUARY 2017

The submission draft of our Neighbourhood Development Plan has gone to Herefordshire Council, and the ‘Regulation 16’, final public consultation is underway.

You may have seen the official site notices in the village and on the neighbourhood plan website. Please note the Regulation 16 consultation runs from 9 January 20 February 2017.

This consultation is conducted in accordance with Government regulations, so please note it is being run solely by Herefordshire Council and all comments or representations must be made direct to them.

Consequently, the group parish council, parish clerk and the neighbourhood plan steering group cannot accept or forward any comments or representations and any received will have to be returned.

You can find the draft Neighbourhood Development Plan, all the other consultation documents, and details of how to respond on Herefordshire Council’s website – Luston Group NDP.

A paper copy can also be viewed at Leominster Customer Service Centre, Hereford Customer Service Centre and Hereford Library.

Once the consultation has finished, the plan will undergo an independent examination and finally there will be a referendum, giving everyone in the parish, who is on the electoral roll, the opportunity to vote on whether to adopt the Neighbourhood Development Plan.

Annual Canvass 2016

Each property in Herefordshire will be receiving a “Household Enquiry Form” in mid-September, as part of this year’s Annual Canvass. This form will list all registered voters and asks households to confirm if correct, or add new people or remove people who have moved out.

It is a legal requirement that each household completes and returns their Household Enquiry Form, whether there are changes or not. Anyone in the household aged 18 or over can complete the form for the whole household. It is easy to do and you can complete via phone, text, internet or post – the choice is yours. Full and clear instructions are on the form.

If you have any questions or problems, more information is available on our website www.herefordshire.gov.uk/elections or contact Herefordshire Council Electoral Services on 01432 260107 or email canvass@herefordshire.gov.uk.

P.S. Whilst the Canvass process helps us to understand who is eligible to vote, it does not register any new electors. New electors must still register individually as well – the easiest way to do this is online at www.gov.uk/register-to-vote and this can be done at anytime
